Who Can Receive a Summons?
According to the Law of Ukraine “On Mobilization Preparation and Mobilization,” reservists and conscripts assigned to military units or other wartime divisions must report to Territorial Recruitment and Social Support Centers (TRC & SSC) within the timeframe specified in their summonses or mobilization orders.
Who Can Deliver Summonses in 2025?
Summonses may be delivered by:
- Representatives of Territorial Recruitment and Social Support Centers (TRC & SSC);
- Representatives of district and city state (military) administrations;
- Representatives of executive bodies of rural, town, city, and district councils;
- Representatives of enterprises, institutions, and organizations at workplaces;
- Representatives of intelligence agencies, the Central Directorate, or regional SBU offices (only to those registered with them).
Summonses can be delivered in person or by mail.
Documents Confirming the Right to Deliver Summonses
Authorized TRC & SSC representatives must present upon request:
- The commandant’s order for document verification (or a copy);
- TRC & SSC service ID;
- Order or directive authorizing summons delivery;
- Legal grounds for summons issuance.
Can the Police Deliver Summonses?
No, police officers are not authorized to issue summonses as it exceeds their powers.
What If You Find a Summons Left at Your Door?
If the summons is not personally received and signed, it has no legal force.
What Happens If You Refuse to Accept a Summons?
First-time refusal may result in a fine of 17,000 UAH, and repeated refusals could lead to a fine of up to 25,000 UAH.
Procedure for Declining a Summons
Refusal is valid if:
- The person delivering the summons is not authorized;
- The summons contains errors;
- The TRC stamp or official signature is missing.
