Obtaining the status of “unfit for military service” is done through passing a medical examination by the VKK and means that the person is excluded from the military record and no longer has military obligations. The process of undergoing the medical examination for determining unfitness may change in accordance with updated legal standards, so it is important to know the current requirements and procedure for obtaining the conclusion.
What Decisions (Resolutions) Can the VKK Make? The military medical commission determines the following levels of fitness for military service:
- fit;
- fit for service in supporting military units, TCC and SP, military educational institutions, training centers, medical units, logistics, communication, operational support, and security;
- temporarily unfit (requires treatment, vacation, exemption from duties);
- unfit for military service with re-examination in 6-12 months;
- unfit for military service.
The level of fitness is indicated in the VKK resolution, issued as a certificate of illness or military medical commission report.
Obtaining a VLK Conclusion in 2026
In 2026, the procedure for conducting military medical examinations by military medical commissions (VLK), and as one of the results—obtaining a VLK resolution on unfitness for military service, is determined by the Regulation on Military Medical Examination in the Armed Forces of Ukraine, approved by the Order of the Minister of Defense of Ukraine dated August 14, 2008, No. 402. Minor changes have been made to the aforementioned regulatory act, which should be taken into account in the future.
Electronic Referrals and VLK Conclusions
Firstly, it should be noted that from January 2025, it is no longer necessary to obtain a referral for a VLK examination in paper form by visiting a Territorial Recruitment and Social Support Center (TRSC). Now, such a referral can be obtained via a personal account in the Rezerv+ application in electronic form. To do this, you should submit a request in the aforementioned application and then wait for a signature from the TRSC. Once the referral is generated, you will receive a notification, after which you can proceed to the medical examination. At the same time, from March 1, 2025, referrals to the VLK are conducted exclusively on the basis of a referral generated in electronic form.
Secondly, we should analyze the innovation of electronic VLK conclusions. From April 1, 2025, all military medical commissions are required to issue resolutions in electronic form. Additionally, an electronic VLK cabinet was introduced in the Medical Information System of the AFU, allowing the commission to quickly send a conclusion based on medical examination results to the relevant TRSC. Furthermore, all VLK conclusions will now be stored in the aforementioned electronic cabinet, which will help automate certain processes.
Thus, it should be summarized that the state has carried out a certain digitalization of these processes, which aims to speed up and make the exchange of information more efficient, reduce the risks of data loss, and ensure the transparency of the VLK process.
Timeframes for Passing the VLK
In addition, there has been an increase in the possible timeframe for passing the VLK. Now, the duration for medical examinations, as well as laboratory and instrumental studies, cannot exceed 6 days (as opposed to the previously established 4 days).
In the event that a person needs to be referred for additional laboratory and instrumental studies or other examinations to obtain complete and objective information about their state of health, the total timeframe for medical examinations, laboratory, and instrumental studies has not changed and, therefore, cannot exceed 14 days.
What You Need to Know About Passing the VKK To undergo the VKK, you need to get a referral for the medical examination from the TCC and SP. During the examination, you must provide medical documents that confirm your current health status. The examination may last from 4 to 14 days, depending on the need for additional laboratory and instrumental investigations. The resolution issued by the military medical commission during martial law is valid for one year, and in peacetime, for five years. After this period, the VKK needs to be re-taken.
Status “Unfit for Military Service” To be removed from the military record due to unfitness for military service, you must pass a medical examination by the VKK, which will issue a conclusion of “unfitness.” Grounds for such a conclusion and subsequent removal from the military record include the presence of serious diseases, disorders, and injuries such as: diseases that are hard or impossible to treat; severe persistent mental disorders; active tuberculosis of organs; severe forms of chronic viral hepatitis that are difficult to treat; body injuries with significant functional impairment, etc.
Is There the Status “Limited Fit” in 2025? The “limited fit” status ceased to exist after the adoption of Law No. 3621-IX of Ukraine in April 2024. Therefore, citizens aged 25 to 60 who were recognized as limited fit for military service must apply to the TCC and SP or through the conscript’s electronic cabinet to obtain a referral for a VKK medical examination before June 5, 2025.
Reasons for VKK Conclusion for Exclusion from the Military Record To be excluded from the military record due to unfitness for military service, a medical examination by the VKK is required. The reasons for this conclusion and subsequent removal from the record include severe diseases, disorders, and injuries such as: diseases difficult to treat; severe mental disorders; active tuberculosis; severe forms of viral hepatitis, etc.
Unfit for Military Service Due to Health Reasons Common grounds for determining “unfit” due to health reasons include various diseases and injuries.
Unfit for Military Service under Article 38 For unfitness under Art. 38, there must be health disorders related to heart failure stages II-B and III.
Unfit for Military Service under Article 52 Unfitness is determined under Art. 52 for conditions like esophageal, stomach, and duodenal diseases.
Unfit for Military Service under Article 75 For unfitness due to injuries, a person must have one of several disorders like head and neck injuries, fractures, and damage to sensory organs.
Unfit for Military Service with Group 1 or Group 2 Disability in 2025 – Is It Possible? Having any disability group is grounds for exemption from conscription during mobilization, as well as for dismissal from military service.
Can You Be Removed from the Military Record After Receiving a Conclusion of Unfitness? The VKK resolution of unfitness is the basis for removal from the military record. To do so, you need to apply to the TCC and SP with a statement and get a mark in the military document (military ID or temporary certificate of military obligation) confirming removal from the record.
