What Is a Combat or Deployment Summons?

A combat summons (deployment summons) is a document issued under a personal signature at a territorial recruitment center (TCC) after a medical examination and psychological assessment of reservists and conscripts. It mandates deployment to a military unit but does not necessarily mean immediate deployment to the front line.

Upon receiving such a summons, the individual must report at the specified time and place for deployment.

How Is a Combat Summons Different from a Regular Summons?

Unlike general summonses, a deployment summons is issued only to those deemed fit for service by a military medical board. It requires immediate reporting to the TCC for mobilization.

What to Do If You Receive a Combat Summons?

  1. Report at the specified time and place with the required documents.
  2. If unable to appear, notify the TCC in advance with valid reasons and supporting documents.
  3. You can only refuse the summons if it contains incorrect personal data. In such cases, an official refusal report must be drawn up in the presence of witnesses.

Failure to comply may result in criminal liability under Article 336 of the Criminal Code of Ukraine.

Where Are Conscripts Sent After Receiving a Combat Summons?

  • No prior military experience? You will be sent to training centers for basic military preparation.
  • Deployment is organized either in groups or individually by the recruitment centers.

Can You Be Issued a Deployment Summons Without a Medical Examination?

If you have not undergone a medical examination or your previous fitness assessment has expired, you cannot be issued a deployment summons.

Consequences of Non-Appearance for a Deployment Summons

  • You must notify the TCC within 3 days and appear within 7 calendar days.
  • Non-compliance without a valid reason is considered evasion of mobilization, punishable by 3 to 5 years in prison (Article 336 of the Criminal Code of Ukraine).

Valid Reasons for Missing a Combat Summons

  1. Natural disasters.
  2. Illness.
  3. Military actions in the area.
  4. Circumstances preventing physical appearance.
  5. Death of a close relative.

All reasons must be documented by the relevant authorities.
