LCC – What It Is: Details and Procedure for Passing the LCC Commission to Obtain LCC Conclusion

LCC is an important body in the healthcare system that evaluates health status. The work of the LCC is based on the analysis of medical documentation and examinations, and its conclusions serve as the basis for obtaining postponement from mobilization and exemption from military service.

What is LCC?

LCC (Medical Consultative Commission) is a commission of a medical institution that considers and makes decisions in the most complex cases of diagnosis, treatment, patient management tactics, determining incapacity for work, and establishing the need for constant external care for certain categories of citizens.

Key Functions of LCC in Ukraine:

  • Conducting medical-social expertise for patients who are not yet of legal age.
  • Determining temporary incapacity for work.
  • Issuing conclusions about the presence of body function disorders, due to which terminally ill individuals cannot move independently or care for themselves, and require social care services on a non-professional basis.
  • Issuing conclusions about the presence of cognitive disorders in elderly citizens, due to which they need social care services on a non-professional basis.
  • Issuing conclusions about the need for constant external care for persons with disabilities of group I or II due to mental disorders.
  • Determining the need to provide a person with assistive (technical and other) rehabilitation devices and more.

Current Areas of Activity of LCC

As of 2025, one of the important areas of work of the LCC is issuing conclusions regarding people who need constant external care. This care can be provided for a sick wife (husband), child, father or mother (father or mother of a spouse), as well as family members of the second or third degree of kinship.

The presence of an LCC conclusion about the need for constant care gives the military obligation or service person the right to receive a postponement from military service during mobilization, or to be exempted from military service for family reasons.

It is important to note that the need for constant care can be confirmed not only by the LCC conclusion but also by an MSEC certificate or the decision of an expert group on assessing the daily functioning of the person.

Procedure for Passing LCC in Ukraine to Obtain a Conclusion on the Need for Constant Care:

  1. Preparing the necessary medical documents for the person who needs constant care.
  2. Submitting an application to a medical institution with medical documents and receiving a referral for LCC.
  3. Conducting a medical examination by the commission.
  4. The commission makes a decision and issues a medical conclusion within one working day.

Documents Required to Pass LCC:

  • Identity documents.
  • Outpatient medical card of the patient.
  • Additional medical documents related to the illness or health condition.
  • In some cases, documents confirming the corresponding status (e.g., certificate of disability) and others.
