What Should You Know Before Registering in the Electronic Queue?

The most important thing: under martial law, the electronic queue operates only in certain regions for obtaining a Ukrainian citizen’s foreign passport. Also, access to the queue may be unavailable in some offices.

There may be delays in service due to the security situation in the city, air raid alerts in the region, and power outages. So, plan your personal time not only based on the appointment time but also taking into account the situation in your area. The State Migration Service of Ukraine warns about these factors on its official website.

Lastly, you should consider the place where the service will be provided. The electronic queue differs across SMS departments, CNAPs, and SE “Document.” Therefore, registration should be done through the website of the specific department you plan to visit.

What Documents Are Required to Obtain a Foreign Passport?

The list of required documents is determined by the Resolution of the Cabinet of Ministers of Ukraine No. 152 “On Approval of the Sample Form, Technical Description, and Procedure for Issuance, Exchange, Sending, Withdrawal, Return to the State, Invalidation, and Destruction of the Passport of a Citizen of Ukraine for Travel Abroad.”

Generally required:

  • Ukrainian internal passport;
  • Proof of payment of the administrative fee or an original document exempting from payment;
  • Application form (provided by the staff receiving the documents).

For issuing a passport for a child, you will also need the child’s birth certificate or an extract from the State Register of Civil Status Acts regarding birth registration.

If the documents are submitted by a legal representative – a document confirming the representative’s identity and authority is required.

Why Might You Be Denied a Foreign Passport?

According to the website of the State Migration Service of Ukraine, a territorial body or unit of the SMS may deny issuing or processing a foreign passport under the following circumstances:

  • The person is not a citizen of Ukraine;
  • The applicant is under 16 years old;
  • The legal authority of persons representing a child under 16 is not documented;
  • The applicant already holds two valid foreign passports at the time of application;
  • The documents and information required for issuing the passport are incomplete;
  • Data from information systems, card indexes, or databases do not confirm the information provided by the applicant.

The reasons for denial are stated in the decision and communicated to the applicant. If the application is submitted through an authorized entity, the decision is also communicated in writing to that entity for further delivery to the applicant.

How to Apply for the Electronic Queue: Detailed Instructions

It’s important to remember that during martial law, the service only operates in select regions and may be unavailable in some departments.

Step 1: Visit the official website of the State Migration Service and go to the “Electronic Queue” section. SMS website: https://dmsu.gov.ua/, direct link to queue: https://dmsu.gov.ua/services/online.html.

Step 2: Enter your phone number in the appropriate field and give consent for collection, processing, and use of personal data. The next steps will then become visible.

Step 3: Sequentially select the region, service, date, and time.

Step 4: Pay the mandatory fee during registration. This can be done online via the SMS website, at any bank, or via a terminal at the migration office. Note that not all offices are equipped with terminals, and due to war-related disruptions, terminals may not function. It’s best to pay in advance to avoid issues on your appointment day.

Step 5 (final): Arrive at the selected office on your appointed date and time with the necessary documents.

Note: Besides the State Migration Service, services are also provided by CNAPs and SE “Document.” So, decide in advance where you will apply, visit the appropriate website, and follow the above steps. The procedure may vary slightly depending on the platform.

Special Requirements for Men During Martial Law

To receive consular services for passport issuance, men aged 18–60 must present an electronic military registration document containing a QR code. This document can be obtained via the Reserve+ app and contains data from the Unified State Register of Conscripts, Obligated Persons, and Reservists. For applying at an embassy or consulate, the document must be issued no more than 72 hours before the appointment.

Additionally, the government has amended the procedure: men aged 18–60 can now obtain a foreign passport at SE “Document” branches without physically presenting the military document. Employees verify military data independently. If no data is available, it is entered into the register. Such individuals will be automatically registered for military service without a medical commission, and a military document will be generated automatically.

What Should Women Consider When Applying for a Foreign Passport?

In general, women do not need to prepare additional documents. However, consider your appearance — clothing and makeup. Avoid anything that covers the face, as this may complicate the use of the passport. Also, it’s better to avoid heavy makeup, which can alter facial features and recognition. The ideal image for passport photos is minimal or no makeup, and no hats or scarves.

How to Pay for the Service and Queue Registration?

You can pay online via the official website of the State Migration Service, at any bank, or through terminals available in some SMS, SE “Document,” and CNAP offices. The first two options are most reliable since you’ll arrive with a completed payment receipt. Terminals may be out of service or inaccessible, so it’s safer to pay in advance.

For online payment, you’ll need to complete a form with the following information: processing time; applicant’s full name; tax number (RNOKPP); date of birth; if needed — birth certificate series and number. The total amount due will be calculated automatically.
